This quest is started by interacting with an object within a cave that is only (supposed to be, i guess) accesible for mages.
As already stated by others, the cave entrance is located at 66.46 31.74 in the Azure Span.

You will have to blink through the rocks to enter the cave. Inside the cave, you will see a long hallway.
At the end of the hallway, you will find yourself in a circular area. The quest object is on the other side of the area.
There are no steps required for completing this quest, you simply turn it in and are rewarded Tome of Polymorph: Duck.

I saw a yellow exclamation point as I flew over catching glyphs, so I stopped by to investigate. I saw a tempting caved-in wall that looked like I could blink through it, much like the wall in Timeless Isle. Totally discovered by accident. Mage quest only, pretty cool.
