No one bothered to say that after you get the guest and teleport inside again, the next thing to do is to speak with Drakuru after which you get teleported to roof.

After you teleport to the roof platform, your costume will fade and you will get a raid warning telling you it is time to use the scepter. Be sure to use it on one of the trolls along the outside of the platform, not Drakuru.
If you use the scepter too soon (before the raid warning), you will get control of a troll, but Drakuru will not attack. The troll will eventually despawn and then Drakuru will attack. The scepter has a longish cooldown, so you will be stuck soloing Drakuru. He simply stands in the center and casts shadow bolts and eventually Blight Crystals.
If you arrive on the platform while someone else is fighting Drakuru and use your scepter, you may end up in a similar situation after the other person is done.
After about 15 seconds, Drakuru will start throwing Blight Crystals at you. They explode on landing so you don't want to be standing where they hit. I was able to run in a big circle around the outside of the platform spamming the two troll attack powers for the entire fight.
Your pet has an ability that will heal you, but bring a healing pot or be prepared to heal yourself too.
You can group up and have two or more trolls attacking Drakuru at the same time, but someone will still be targeted for the Blight Crystals attack.
If you die, you will automatically resurrect at the Argent Stand graveyard (since there is no way you could get to your corpse), and you can just go back and restart the event.
After you start the quest from Stefan Vadu, head up and talk to Drakuru. This will teleport you to the top of the citadel.
As soon as you're at the top and he starts talking, you will get a message that your disguise is about to run out. DON'T PANIC! it's perfectly normal. Just run towards one of the spawned trolls and begin to use your scepter of domination to MC it.

We've modified your scepter for the job. When the time is right, you will be able to use it on Drakuru's Blightbloods and turn them against himUse the MC'd trolls abilities as soon as your able so he gets aggro. Keep stun up and avoid the places where Drakuru throws a gas bomb at you. If you take damage, just have your MC'd troll toss a heal. One of them isn't enough to get the job done so once your troll is around 5-10% hp, run towards the other troll and MC it as soon as your first one dies.
Again, use it's stun ability and its main damage attack whenever its up, toss a heal to you if you get too low. Drakaru should be around 35-40% hp at this point.
To recap:
- Don't Panic if you get the message your disguise is about to fail. You can still use your scepter.
- MC the spawned trolls as soon as you're able to.
- When its almost dead, run towards the second summoned troll and MC it as soon as your first one is dead.
