To get access to this quest, to start opening up the Tuskarr reputation, you must first complete the previous questline, Tuskar Troubles, which begins with Ask The Locals, Catch the Caravan etc.

If you follow the normal main Dragonflight questlines, you will be doing these quests. Along the way you will see your earning Tuskarr rep - even though the faction isn't "opened" yet. Don't stress, once you finally do open it, the rep is there and you'll be almost level 3.

For anybody else trying to find Kalecgos, he's not at the waypoint that wowhead's map indicates (15.2, 39.4). I took a break inbetween quests and had no map indicator, came looking.
For starting Breaching the Brackenhide, he can actually be found at:

Hi all

I present You Storyline [storyline=1316]. This Storyline is part of Azure Spanner which is criteria for Loremaster of the Dragon Isles.

Storyline in order I done it:

1. Breaching the Brackenhide - Investigate 3 area by removing roots: /way 18.8 37 /way 17.5 37 /way 18.4 34.7 during that quest you can do autoquest Stop the Spread.
2a. Cut Out the Rot - Slay 5 [npc=186361] and 10 [npc=186362].
2b. Ley Litter - Pick up from ground 7 [item=194431].
2c. Echoes of the Fallen - Use [item=191928] on 5 tuskarr corpses.
5. Tome-ward Bound - First speak with [npc=187873] then wait few sec and jump on [npc=191636]. Using skill 1 and 2 slay 3 [npc=196496].
6. Realignment - First press on [npc=189779] then on 3 [object=377917] placed around. Then Fly to 16.1 41.4
7. To Iskaara - See [npc=186480] 13.2 49.5 in bulding. Now You unlock [spell=395584].
8. Gather the Family - Pick Up 4 items:
- [item=194120] 13.47 48.56 to the left of the cook.
- [item=194121] 13.89 49.48 on a tree trunk.
- [item=194119] 12.46 50.31 on right side from guardian.
- [item=194115] is in bulding enter 12.82 49.37 and is on left side on table.
Then place all in to [npc=189271] 13.1 48.6
9. The Cycle of the Sea - Speak with [npc=186480] and follow him then wait that long to see to press on [npc=189271]. Move will start.
10. Azure Alignment - See Kalecgos 39.4 63. To get to this location is best to use Fly master, if you don't have trawel there will take a lot of time ;/. That will finish storyline :).

Description

If the gnolls here have discovered decay magic, the ley line and even the land itself are in grave danger. My mirror images are spread too thin to withstand elemental disruption of this scale. Please enter the forest and investigate the decay. I'll work with our new tuskarr friends to find a place I can maintain my image. Then, I will meet you deeper in the forest. We must put a stop to this!

    This decay must have rotted these gnolls' brains as well as their bodies! Destructive as they are, gnolls are native to this land--just like us. But we already saw them spreading decay to the Big Tree Tribe. At this rate, they'll consume the Span and destroy themselves. We can't let this happen.
