Mission unlocks as soon as you become Buddies, very similarly to the Buy A Fish A Drink?, which unlocks as soon as you become acquaintances. Both quest requirements can be purchased from the same areas - primarily [npc=64319]. He is more like North Northeast from Jogu the Drunk.
Basically pushes you to 1/3 completion of the Buddy rank instantly.
I felt like such an enabler.
