Haven't seen a single alliance player while the quest is active on my server which is both "full" and has a higher alliance rate. this quest is pretty frustrating if there isn't anyone to kill.
You can turn-in the quest in War Headquarters in Zuldazar. (High Warlord Volrath - 51.54, 58.24)
