Blizzard didn't reset this quest, you can only pick up Thundersnout quest in Warfang Hold
If you can't see the NPC to turn in the quest - check if there is an Horde assault happening in the zone, and you have Horde of Heroes in your log. It will cause the building to be phased and Kaga will not be there.
