The Thunder Bluff (Lower Rise) Candy Bucket is not accessible if there is an ongoing phased event that is related to unlocking the Highmountain Tauren race. If you see an invasion of Dark Tendrils and Shadows of Uul then your account is likely involved in this phased event and must finish the quest chain to unlock the Highmountain Tauren race in order for Thunder Bluff to return to normal. The good news is that finishing the quest chain awards an awesome mount as well as unlocking a new playable race, so it is totally worth the effort. All that and a bucket of candy...
