TheWoWDBOk, I finally found this one after running around The Underbelly for 20 mins. It's not in the actual area marked as "The Underbelly" it's actually on the opposite side of the sewers where the other entrance is, the area labeled "Cantrips & Crows". If you're facing the building, it's in a little room off to the left.

It's in the Underbelly. Fastest way is to go through the Underbelly entrance from The Violet Citadel, which is on the right side of the stairs TomTom coords /way 35.51 45.12
Go down the ramp, then go to the tavern on your right (on wooden platform). Cross the bridge and walk straight forward until you reach Innkeeper Ajay Green. From there look left and you'll see the candy bucket.
