TheWoWDBThere is no candy bucket in the Silver Enclave in Dalaran. It's in the in the Inn beside it (A Hero's Welcome). As soon as you walk in, its under the stairs on the right.

Yes - the Silver Enclave bucket is in the Hero's Welcome Inn. The quest marker on the in-game map makes it look like there is a separate bucket in the Enclave - but that's the bucket in the Underbelly, in the Cantrips and Crows Tavern.
The Achievement can only be satisfied if you go to the Dalaran over Northrend in Crystalsong Forest (not the high level one over the Broken Isles) and hit the Candy Buckets in a creepily empty city. There is, of course, no one trying to gank you when you go down into the Underbelly. And then you can still hit The Legerdemain Lounge and the Hero's Welcome buckets in the Dalaran over Broken Isles.
