This is an incredibly poorly designed zone. To find the underwater entrance to Silver Tide Hollow, go to the place on the map marked by the flightpath icon. Now go straight down, but NOT all the way to the bottom. Look for a large cluster of pink anemones. They look like giant pink flowers. The entrance to this underwater cavern does NOT look like a cave. It's more like a trapped pocket of air, behind the anemones. Good luck.
