Niche problem but if like me there was no NPC to buy from because you are in a guild neighborhood that has no endeavor active you can press H, click "Open House Finder", click on a public plot and then on an available house to visit it. Then in town there should be some NPC to trade with.

This is a "click to complete" quest from the quest tracker, which is not at all evident from the quest log itself. If you don't have the tracker open or the quest tracked, enable both and then you should be able to complete it from anywhere in the world.

Where to go

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
