As today Aug 8: The quest is broke for those who killed [npc=125232] and then looted the [object=272633] before, you will need someone that never looted the chest before in order to summon the boss for the WQ.
Did this today. Several of us stood around, trying to open the chest, but we never got the dialog option. Someone who hadn't done it before walked up and got him to spawn. The chest disappeared after and the WQ was complete.
Don't forget to loot the chest after killing Captain Mu'kala, otherwise it won't count for the achievement.
