TheWoWDBOk, for those who don't know, to get this quest, you pick it up from [npc=123252] in Strattath, only during the Timewalking Event for TBC expansion.
Then it is straight forward from there, you can create a group or join a group for the Timewalking raid. But everyone needs to have the quest too. To join the raid, the group leader then also speaks to the same person.

I had to drop "Disturbance Detected: Blackrock Depths" from my quest log in order to be eligible for this one.
This quest can also be picked up just inside the BT entrance. And even though (as of this comment) It can be picked up in the non-timewalking version of BT, it cannot be completed as such.

Thanks to the various timewarped objects past and future you discovered, we've figured out how to detect when a new one turns up. The bad news is, we know our technique works because something has changed in the Black Temple, and it's wreaking havoc across the timescape! We need you to ensure the fateful raid turns out exactly like it did before, and to remove the source of this disturbance.
