i went up the teleporter and back down, that fixed it
Alleria wouldn't cast the portal for me. What worked was jumping at the top of the stairs nearest to her then doing no further movement inputs until the portal appeared and the quest completed.

Description
If this investigation involves the Void, it would be wise to consult the void elves. We must head to Telogrus Rift and report the situation. I'll speak with Umbric. He'll be able to mobilize the Riftwalkers to our cause.
