It looks like if you didn't complete this quest before the patch you will have to abandon the pre-launch event quest to be able to do this part. Because if you have that other quest you'll be out of phase for this one and won't see the NPCs you need to talk to.

If you are a completionist like me and want to do everything on every alt, then here's a tip. Now that TWW has started and we're in Patch 11.0.2, if you accidentally abandon this quest, the quest goes away and so does the quest item. Abandoning the Jaina/Thrall quest to reacquire this quest through the Adventure Guide no longer works as described in older posts, or at least it didn't for me.

I finally discovered that there's a floating scroll as you enter the Library in Stormwind Keep called "Khadgar's Summons". This is the quest giver to reacquire this quest. You can have the Silithus quest active and still get this quest here. I'm presuming that for the horde players, this will appear in the center of Orgrimmar near the archaeology trainer.

Description

We are in need of your aid once more, champion. A mysterious figure moves within the shadows. The Harbinger... Let us speak in the Chamber of the Guardian. I've asked Alleria to meet us there as well.
