If you are having trouble with this (i.e. Jaina disappears or doesn't return), I did the following which worked:
(1) abandon the quest
(2) retake the quest
(3) stand nearby: wait for Jaina to appear, say what she says, and then click on her and talk to her.Both my husband and I had her disappear (or not show), but the above worked for me.

I think I finally know what bothers me about the storytelling since BfA. It's not that the story is putting so much emphasis on the "lore" characters. It's that the story is utterly ignoring the player. Telling a story in an MMO isn't that hard. It just needs to be tied to the quest progression and the main point is that each player should be experiencing the story by playing thru those quests, and so you, as the player, should feel like you are at the center of the story, even tho every other player is ALSO at the center of the story, its not a problem because thats how the story is being written to be told. The problem is that in WoW since BfA or maybe even slightly before, the story has been told exactly like this quest, thru "talking" to the lore characters and seeing what "they" experienced. It has completely become "You the player are witnessing the story from the sidelines." And that is a terrible place to play a game from. Very apparent with this sort of "Oh hey, you didn't finish the raid yet? It didn't matter to the story anyway" writing. The experience isn't meant to be part of the story anymore because the player isn't the focus anyway. This is a serious insult to non-raiding players who won't even have access to the end of the raid for themselves for another 2 weeks.
