TheWoWDBThis seemed to be bugged with telling me the wrong location on where to turn the quest in.
Figured out fairly quickly that you need to turn it in to your class order hall. For priests you had to talk to Moira Thaurissan by the command table. I assume it's someone similar in each of your respective class halls.

The GM resolved mine my flicking a flag on their end. They determined that I had deleted the item that had given the quest, which I had. I had about 5 of those type of "you are already on this quest" items that I cleaned out of my bags and apparently in this quest's case, you can't turn it in if you had deleted the item that gave you the quest. This seems like a bug to me as in game there is no way to know which item yielded what quest and it's not part of the quest description for turn in. So I deleted all quests from that npc and will keep items here out and track off system. - sigh
