TheWoWDBAll you need to do is swim along the bottom of the canals in stormwind, and right click the crab when you're next to them.
I actually received two awards from turning this in, not sure if that was a display error or intended.

Until flying is available, the quickest way to travel through the canals is using a mammoth (any type). They will move at mounted speed whereas any other smaller-sized ground mounts are forced to move at swim speed.As of patch 4.1, The current fastest way to do this daily is: 1. Acquire a flying mount that has a big model like Drake of the west wind such that you won't get dismounted in water (not necessary if you have water walking) 2. You no longer have to dismount to pick up the canal crabs, nor will picking one up dismount you.

Fresh crab legs have always been one of the King's favorite foods. We have had good luck catching fresh crabs in the canals over the past few weeks. Do you think you can lend me a hand and catch a few of them for me? Be sure to catch them alive, they are no good to me dead, the King requires the freshest catch we can muster.
