I do not know when it was implemented, but as of now [npc=70398] who is just outside Halfhill market gives a hint everyday as to where a rare fish may be caught quickly. He will direct you to an area with a lot of crowded pools of fish. And I get Nat Pagle quests within a few catches everytime. It will only drop the one quest that is dedicated to that fish/pool though but still better than the endless grind hoping for a rare fish to drop.

I didn't see this information posted anywhere else, so I figure I'll post it in case anyone is trying to catch up with Nat rep.
The [item=86545] is fished up from the ocean along the outer edges of the continent.
The [item=86542] is fished up from inland water sources that are moving; rivers and streams.
The [item=86544] is fished up from inland stagnant water sources; lakes/ponds and such.
You just have to move bodies of water to acquire all three rep items.
This is one of three quests you can get from fishing quest starters in Pandaria.
Usually I catch the [item=86542] near Binan Village in Kun-Lai Summit.
The other two rare fishes are:
[item=86544] and [item=86545]. They are unique and you can complete the quests once per day to increase your reputation with Nat Pagle and The Anglers. By now this is the only way to make Nat Pagle your Buddy and get his special faction rewards. After giving away your rare catch of course you can try to get a new one for next days turn in.
You'll also need these 3 rare fishes for Pandarian Angler.
Build 15929: At the moment this is the only working quest. When trying the other two you only loose your quest starters :-(
