You've caught a unique fish... with wings. Perhaps it deserves the expert opinion of Nat Pagle in Anglers Wharf.

This is turned in at Anglers Wharf in Krasarang Wilds (68,44)
OK, so I have been going to the OLD Nat Pagle at Theramore and trying to work out why he wasn't accepting this quest!
NOTE: Nat Pagle is now in Krasarang Wilds and also in Theramore. Go to the Pandaria one, not the old one. It would seriously be helpful if there weren't two NPCs with the same name still in the game.

The Anglers are a group of Pandaren fisherman that hope to feed their people and grow their knowledge of fishing.
Reputation group: Mists of Pandaria.
The consummate fisherman and lover of fine alcohol from across the land, Nat's irascible exterior belies a love of teaching.
Reputation group: The Anglers.
Possession of the Lesser Charms of Good Fortune will result in great happiness and the eventual conversion into Warforged Seals, which allow players to risk a coin to receive a bonus reward from raid encounters.

Also, try a little fishing while you are there - I got another similar quest to turn into Pat for the same reward. PS - don't worry, you can walk practically all the way to Angler's Wharf.
