Just completed this in 8.2 as part of the Balance of Power questline for the Artifact Weapon appearance. I had unlocked Legion World Quests in the last expansion but had not even started Suramar on this character. So if you're like me, here's what you need to do:
1) Start the Suramar questline by going to [npc=90417] in Dalaran.
2) Complete the achievement Nightfallen But Not Forgotten. See this comment there for a guide to all the quests for it. As a level-120 with Legion flying, it took me no more than an hour.
3) After you get the Nightfallen But Not Forgotten achievement, you should have exclamation points for quest starters several places on your map. Look towards the north part of Suramar for a quest called Fate of the Guard. Go there and complete that questline. Guide in this comment.
4) Turn in this quest at Archmage Kalec inside Shal'Aran, Suramar.Note that you'll need Revered reputation with The Nightfallen for the next quest in the series, so you might as well continue questing here in Suramar.

Confirmed but you forgot to mention that after you complete Fate of the Guard you have to pick up the other follow up quests (I think that's what you meant by "complete that questline"). Anyways, here are the follow up quests: Not their Last Stand, Take Them in Claw, The Rift Between, Recovering Stolen Power, Precious Little Left, Lay Waste Lay mines, Stop the Spell Seekers, Starweaver's Fate, The Orchestrator of our Demise, Overwhelming Distraction and Last Stand of the Moon Guard.
I am working on the Balance of Power questline. Am Revered with Nighfallen. Got Nighfallen not Forgotten Achievement 7/18. Completed the Moonguard Stronghold questline yesterday and now Rivertree, Starweaver, and Mooncaller are standing in Shal'Aran. They wont speak to me and there are no quests available for me here. Archmage Kalec is no where to be found. I logged out for the night and back in this morning. No change.

Description
The Nightfallen in Suramar were once a part of the Nightborne, but have been exiled by their former brethren and cut off from the Nightwell. I believe they could be valuable allies in our quest if you can turn them to our side. I know only that they have gone into hiding somewhere in Suramar. Afterward, seek out the Moon Guard in the northern reaches of Suramar. They, too, could be valuable allies in our cause... if they still oppose the Legion as they once did many years ago.
