- Exalted: Weapon - Gavel of Infinite Wisdom (quest)
This quest requires the Qiraji Ornate Hilt, which can drop from any of the later bosses in the Ruins of Ahn'Qiraj, as well as idols and scarabs which can either drop off trash or can be found inside Scarab Coffers.
Even though it is obtainable at any reputation level, players must reach Exalted with the Cenarion Circle before being able to complete this quest.

As of Cataclysm, when you complete the quest the hand in is the same place as where you pick up the quest, outside AQ at 59,14.
Just completed this on my Priest but the quest objectives said it was to be handed in at Cenarion Hold, i went there and ofc no NPC is there. Hope this helps people.
The NPCs definitely do still exist. They are located outside the instance, not inside.
