You actually need both exalted and have completed this quest: Haohan's Vote V: Chief Yip-Yip for it to show up.
The previous one with the melons bugged for me so i had to wait an additional day which lead me to hit exalted without finishing Haohan's Vote questchain. The quest to remove the boulder only showed up once i completed it.
You need to be exalted with The Tillers and must have collected all the votes. Haohan's happens to be the last one. If you cannot buy the plow to initiate the quest, check that you have completed all the vote quests:
