TheWoWDBMaxwell Tyrosus can be found inside the Chapel in Eastern Plagueland. But "that" Maxwell Tyrosus is not the correct one. You have to click on the hidden entrence in the middle of the floor to open up the entreance and talk with the "right" Maxwell Tyrosus down stairs.

Dalaran portal for Alliance is inside Greyfang Enclave. Go up the steps between the lions and its in the nook between the pair of steps, a golden nimbus surrounded by banners. Coordinates are (32.83, 69.6)
The portal back to your class order hall is in the middle tower of Windrunner's Sanctuary for Horde characters. If you look on the Dalaran map there will be a little paladin hammer symbol indicating where to go regardless of your faction. If you are horde the portal is located at coordinates 61.6,14.2. Description
Lord Maxwell Tyrosus has requested your presence back at the Sanctum of Light. Our campaign to defend the Broken Isles is getting under way, and we need you at the helm.
