I believe that you are going to have to wait until its either in neutral or controlled by the Alliance before trying to 'reclaim' it for the Horde.
All a player has to do to capture a point regardless of status
is turn PVP on and sit there whlie the status bar glacially moves from blue to grey to red
this also works on the towers in the Plagelangs when getting the quest from the argent dawnThe downside is the risk that someone will jump you while you wait.
I have rarely gotten attacked I believe Blizzard expected a war over these they should make the rewards bigger if they expect big battles at these sites

Description
The fel orcs of Hellfire Citadel must be scoured from our birthland! To attack them, we must first secure forward staging points near the Citadel. Our outrunners found three fortifications that will suit this purpose, but the Alliance has the same idea and even now sends forces to take them! We want you to stop the Alliance and capture these forts. Aid in the capture of each fort and then return to me. For the Horde!
