Turning in this quest triggers an event where Rhonin yells out a fully voiced speech that can be heard by everyone in Dalaran.
The audio for the speech can be heard In this video, starting at around 5:00.
It is extremely likely that this will be accompanied by a powerful 2-hour buff... it may boost damage&healing in instances, reputation gain, experience, or something similar.
This is a quest which cames after defeating Algalon the Observer in Ulduar.

Reply Code Alpha is what Algalon gives the raid to send to the Titans, via its own channels, instead of the Reply Code Omega he originally planned - Omega being, basically, a 'reset button' to tear Azeroth into base elements and start again
