Talk to redpath in Crown Guard tower he'll give you the annals
Go to the Marris Stead then directly in from the doorway you'll see the sheild
Go up the stairs inside the Marris Stead and look left, inside the fireplace you'll find the book
on your way out two brighthound dogs will come at you, they're pretty damn easy to take down but I crapped myself when they randomly attacked me out of nowhere.
Just a little heads up for you there :')
The shield is on the first floor of the building in The Maris Stead, and the libram is upstairs in the fireplace.
(Until I moved to the right spot, it looked like the wall was sparkling!)
When you pick up the book, 2 hounds will appear attack you.

Description
The heroes of Darrowshire held relics of their own, and inside of those relics lie more precious memories. First, speak with Carlin and obtain the Extended Annals of Darrowshire. Within the tome lies the narrative that will drive our excursion through time. Then, you will need to head west to the Marris Stead. The former owner of the Marris farmhouse collected relics from the battle of Darrowshire - for what reason, I am not certain. Gather these relics, and return to me.
