The NPC Inquisitor Notley disappeared once I fired the cannon. He didn't reappear until I'd completed the other Corlain quests. I don't know if this was a bug, or if it's supposed to happen this way.

The Whicker Charms are hanging up high, from the house and the crow's nests around The Aviary.
Using the whistle (quest item) will bring up a targeting UI. Aim the yellow circles at a Charm and press 1 to release the bird and score.
Targeting seems to be fairly forgiving in that you can aim the circles slightly above or below the Charms and it still counts. However aiming behind the target does not seem to count even when the bird flies straight through the Charm.Entering combat will interrupt targeting.
Using the quest item does something very weird with the in-game camera, at least on OS X.
After you stop using it, the camera is on long-distance follow mode, with severe lags on turning, making combat extremely difficult. Death doesn't fix it, but a re-log does.

Description
I've found where those evil witches have been tainting our falcons! You see those charms? <Notley motions toward the high perches and roofs nearby.> They're using those to infect our flock with their evil magic as they hatch. I think Winston can get up there to take out the charms, but someone will need to direct him. I'm not quite healed up enough to take on a whole camp of falconers. Can you help?
