Playful Whelps - Two red one flying in circle just outside to the left of the building around 10.8, 61.8, and a bronze one at 13.1, 63.2.
Studious Whelps - One in the same building at 9.4, 58.4, the other one at 15.2, 51.9.
Laztak is just the red dragon quest giver outside the building.
[item=202250] are located just west of the Dragonscale Basecamp in The Waking Shores -- the area is marked on your map.
ALTS BEWARE: Despite "Little Scales Daycare" quests being available at level 60, this one cannot be completed and will bring your progress to a halt - [object=386078] requires level 70 to interact with, so you won't be able to gather the required [item=202250].
