This quest is a reference to the quote from Warcraft 2 when the player finshes constructing a Gnomish Flying Machine, the gnome yells "I've got a Flying Machine!". Old school warcraft players should remeber this
THE QUEST IS NOT BUGGED! READ THE FOLLOWING CAREFULLY! I too thought this quest was bugged. I gave up, decided to come back and give it another try. It was then that I figured out that the controls are just not as obvious as they should be. The first time it worked for me, I was in fact sitting on a bag. However, I noticed that the bag I had picked up was not the one I was sitting on, but one a small distance away. This is quite likely the reason why some people thought that only one bag worked: only one bag has another bag directly in front of it that is within grapple range.
The grappling hook is not a sling load. I was sitting on top of specific bags trying to pick them up from various heights, and I accidentally discovered that it shoots forward, instead of lifting from below. Once I discovered this and got the hang of the controls, I was able to grab any bag at all. Here is how:
- Identify a bag, and land near it.
- Position yourself so that you are pointing toward the bag, approximately 15 yards away.
- Press the grapple control.
- If you are unable to grapple, move forward, the grapple will fire once you are the correct distance from the bag.(You may or may not need to press grapple again, I had more luck with not mashing the button)
- Fly up to the drop point and deliver the goods.
- Proceed to step 1.

Well, what are you waiting for, there's work to be done! Here's the keys to our flying machine. Grab three sacks of relics and haul them up to the crane platforms on the north and south sides of Steel Gate. I'll mark them for you. Hurry up! We haven't got all day!
