THE QUEST IS NOT BUGGED! READ THE FOLLOWING CAREFULLY! I too thought this quest was bugged. I gave up, decided to come back and give it another try. It was then that I figured out that the controls are just not as obvious as they should be. The first time it worked for me, I was in fact sitting on a bag. However, I noticed that the bag I had picked up was not the one I was sitting on, but one a small distance away. This is quite likely the reason why some people thought that only one bag worked: only one bag has another bag directly in front of it that is within grapple range.

The grappling hook is not a sling load. I was sitting on top of specific bags trying to pick them up from various heights, and I accidentally discovered that it shoots forward, instead of lifting from below. Once I discovered this and got the hang of the controls, I was able to grab any bag at all. Here is how:

  2. Identify a bag, and land near it.

  4. Position yourself so that you are pointing toward the bag, approximately 15 yards away.

  6. Press the grapple control.

  8. If you are unable to grapple, move forward, the grapple will fire once you are the correct distance from the bag.(You may or may not need to press grapple again, I had more luck with not mashing the button)

  10. Fly up to the drop point and deliver the goods.

  12. Proceed to step 1.

Where this quest fits

Before this quest

Taken from the storyline's own step order.

  • See to the OperationsHowling Fjord · Level 10-30

Our work out here is really just beginning. But now that we've brought these flying machines in from Westguard Keep, it should really pick up. The problem is that we're lacking enough qualified pilots.

After this quest

Taken from the storyline's own step order.

  • Gjalerbron Attack PlansHowling Fjord · Level 10-30

These plans detail an imminent attack upon Westguard Keep. It would appear that the frost wyrm, Glacion, who circles overhead is to be used for the offensive. Surely Mage-Lieutenant Malister would be of some assistance in this matter. Deliver the plans to him at the keep to the south.
