that will get you where you need to go.Simply interact with them and select this dialog option , accept the confirmation pop-up . You will be given the quest In the Blink of an Eye and teleported directly to New Dalaran where you can start your Artifact Quest and thus the Expansion. Win!
I have been looking all over for information on this issue and there has been little to be found anywhere, so I thought i'd post here in hopes that it saves other adventurers some time that ought be spent playing!

Edit: Alliance seems to be having some other technical issues that this might not solve.
In Legion Remix this seems to be bugged. Every time I step foot in stormwind, this quest pops up - no matter how many times I have completed it.
