For recently boosted 110s using the Battle for Azeroth pre-order boost
There's been a lot of reports of people having boosted fresh 110s with the boost included in the expansion preorder who can't unlock Suramar and don't seem to be able to pick up this quest. I have compiled this list of everything we know so far.
If you're one of these people, here's something you can try.
Run this command:
/script print(IsQuestFlaggedCompleted(39985))
If it returns "true", it means you already have the introductory quest for Suramar completed. There's still much we don't know about how the BfA boost to 110 works, as it maybe flags some of the quests as completed in order to unlock end-game content for those recently boosted.
In this case, head to Shal'Aran in Meredil.
If it returns "false", it means you can pick it up, either from Khadgar, your Order Hall's scouting map, or your Dungeon Journal. In the case you cannot pick it up from either, I'd suggest you create a ticket, as the more we report this issue, the more likely it will be fixed sooner rather than later. Some people with the same problem have been able to pick it up from the scouting map though.
Here's the entire quest chain:
1.
Khadgar's Discovery
/script print(IsQuestFlaggedCompleted(39985))Khadgar's Discovery
/script print(IsQuestFlaggedCompleted(44555))2.
Magic Message
/script print(IsQuestFlaggedCompleted(39986))3.
Trail of Echoes
/script print(IsQuestFlaggedCompleted(39987))The Only Way Out is Through
/script print(IsQuestFlaggedCompleted(40008))4.
The Nightborne Pact
/script print(IsQuestFlaggedCompleted(40123))5.
Arcane Thirst
/script print(IsQuestFlaggedCompleted(40009))From what I've read in the forums, the entire thing is currently bugged, so let's hope for a fix anytime soon. In the meantime, some people have been able to start it by hovering over the button in the Dungeon Journal with their mouse and using the following command:
/script AcceptQuest()
EDIT: there's been reports that Nightborne characters already have Suramar completed. These might be true, since fresh toons have all NPCs as friendly in the Nighthold (starting zone), as well as having the Arcan'dor fully grown in Shal'aran. Will confirm as soon as I get to 110 or someone confirms it, but I'm pretty sure these reports are true.
Let's hope Blizzard fixes this soon!

Anyone having trouble getting this quest with a boosted 110 character (BfA boost, not the older legion ones)? The "Start Quest" button in the adventurer's guide doesnt work, and the quest is not auto-accepted when entering dalaran..

Champion! Please come to the Violet Citadel immediately. I have made a discovery that I would like to share with you before the Council of Six.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
After this quest
Taken from the storyline's own step order.
- Magic Message
For the last 10,000 years, the elven city of Suramar has been sealed in an arcane barrier, much like Dalaran once was. That barrier has come down. Since then, waves of magical energy have been emanating from the city like ripples in a pond. It was in these waves that I sensed a pattern.
