TheWoWDBAs of 7.3, I'm pretty sure these quests are useless as the new Artifact Traits introduced in 7.2 are automatically given now without doing this quest chain.

To access this quest, (and start the questline for the post-7.2 Artifact traits), you need to put 1 point (at least) into the infinite trait ("Windborne Blows" for WindWalker Monk). Then go back to Deliverance Point on the Broken Shore, and Khadgar will offer this quest.
Optional breadcrumb to Beast Mastery: Rumblings Near Feltotem or similar. 35 artifact traits/ranks required.
