TheWoWDBUNABLE TO START THE LEGION QUESTLINE? Khadgar's Upgraded Servant Bugged? Dropped the quest and can't get it back? **Solved!**
There is an NPC for each faction:
Horde: Holgar Stormaxe
Alliance: Recruiter Lee *See edit at bottom*
that will get you where you need to go.Simply interact with them and select this dialog option , accept the confirmation pop-up . You will be given the quest In the Blink of an Eye and teleported directly to New Dalaran where you can start your Artifact Quest and thus the Expansion. Win!
I have been looking all over for information on this issue and there has been little to be found anywhere, so I thought i'd post here in hopes that it saves other adventurers some time that ought be spent playing!

To skip the scenario in Shadowlands Pre-Patch follow these steps:
Complete The Legion Returns
Accept The Battle for Broken Shore but DO NOT board the ship.
Go back to Holgar Stormaxe and the skip should now be a dialogue option if you have completed it prior on at least one other character.
If you decide to "skip" the follow-up quest when you get to Holgar Stormaxe in front of Orgrimmar, and then get ported to Dalaran, and then you decide you'd like to actually do the questline, go visit Archivist Elysiana who is just inside the Violet Citadel, to the left. She will allow you to "re-start" the Legion invasion questline again, giving you The Legion Returns quest once again.
