In order to complete this quest you need to have completed the entire midnight campaign and unlocked the midnight world tour.
If you haven't completed the campaign, you will be able to pick up the quest, but you will get nowhere with it.
The premise of this quest is that you fulfill an endgame weekly quest, which does not exist until you are in the endgame.
Do NOT do Legend of the Haranir weekly before doing the Renown 8 quest for the champion belt. You will lock yourself out and have to wait for the next reset.
EDIT: Looks like Blizzard pushed a hotfix, should be retroactive now.
