TheWoWDBTo get this quest I did the following:
- Create a lvl10 allied race (Nightborne in my case)
- Chromie (Orgrimmar) start The Legion Invasion timeline and do the first few quests until you arrive at the docks (after drinking, doing something to your weapon and defeating one challenger).
- Turn that quest in and accept the quest for the scenario. Turn around and head back to the Orgrimmar gate and talk to the guy on a wolf who gave you the previous quest. Accept his talk option to skip the scenario.
- You are ported to Dalaran and the quest turn in is right in front of you. Turn the quest in but do not accept any further quests.
- Use the portal in Dalaran to get back to Orgrimmar and head back to Chromie.
- Select "Take me back to the present timeline", then choose The Legion Invasion again and now you should get Legion: Onward to Adventure in the Broken Isles.

Description
The Burning Legion's infinite army marches on our world, threatening to destroy Azeroth and everyone on it! Find your way back to the Broken Isles and continue your adventure!

TWW crafters take note. If you are trying to get old recipes while "Chromie Time" leveling... Legion continues to be unavailable if you do anything(? like Draenor) before. If you want Legion crafting do it first from warboard or as Dahustler suggests... from someone sick of running Exile to find out.
This one says to travel to Dal, in which.. the class npc that is supposed to follow you to give you a quest, does not show up. Same with the other npc for the expansion's general campaign that doesn't show/
