from what i have seen all you have to do is be 68 and have talked to the guy in the middle of shat. city once you have finished his quest and chose to be aldor or scryer then once you meet the level requirement then you can turn. i never went to SMV on my first toon til i bought my flyer. and had been turning in since 68 so you do not need to talk to the NPC in SMV.
