The city of the Sha'tar, the Aldor and the Scryers.
As detailed in the map above the Aldor and the Scryers each control one piece of the city themselves, in these areas you as a player can obtain quests from one of the factions. Completing one quest for the Scyers will raise your reputation with the Scryers but simultaneously lower your reputation with the Aldor, and the other way around. Basically the Scryers are Blood Elfs sent by Illidan Stormrage, brother of Malfurion Stormrage, to attack the city of Shattrath, however when these Blood Elfs arrived they defected from Illidan's forces and sought residence within Shattrath City, this request was granted by the Sha'tar.
The Aldor and The Scryers are the only opposing factions in the city while the Sha'tar are neutral and are also situated in the central area of the city.
There is also special "treats" gained by befriending one faction over the other. The Aldor offers great Jewelcrafting recipes while the Scryers offers several Enchanting recipes. The Sha'tar, the Scryers and the Aldor also have NPC's who act as turn-ins for items regarding tier 4 equipment.

This is a "Sanctuary" zone, where everyone inside is friendly even on a PvP server.
This city contains Portals to each main city on Azeroth. So when you need to train your new spells, this is the fastest way besides mage portals.
