You will automatically get this quest after defeating Ymiron, the fallen King in the Maw of Souls and looting King Ymiron's blade. Can be done on normal and probably on heroic too.

So the item dropped for my warrior, but before I could loot the item (I'd right clicked to loot all, but before it got to that item) someone blew the horn which moved us to the next area, so I didn't get to loot it.
It didn't show up in my mail later, either. So if you end up with some speed freaks like I did either move quickly to loot or tell them to hold off on the horn so you can loot the item to get him.
This quest only becomes available once you have received the quest to complete the Maw of Souls dungeon from Odyn as part of the Class Hall Campaign.

Description
You hold King Ymiron's blade and realize what a fierce combatant he would make, were he to fight on your side. Perhaps Odyn could be persuaded to force the vrykul King's spirit to fight alongside your army.

- Ulduar's Oath
I was once leader of all of the titanforged keepers of Azeroth. We were charged by the Titans themselves to protect the world. Once I gave up on the post of Prime Designate, I gave up any measure of influence over the other keepers. Not even my own son, Thorim, is bound to heed my commands.
