I think it's important to note that on acceptance of this quest (and choosing the next artifact you wish to seek out) you are told the quests are designed for their specific spec type, and you're asked if you want to change spec now. Since it states "designed for" that's not the same as "required to be" so it shouldn't be impossible to complete them all without changing spec - but I haven't checked this out for Blood yet.
As tempting as the extra XP may be, it might be worth not bothering with these if you have no intention on changing your preference. For sake of argument, I ran the Frost spec questline as Unholy (my preference) and the challenges were not too difficult. The first mini-boss got me down to low health, but mostly because I forgot about Apocalyspe's core skill which helped significantly with the others.
Bring buff food and heals with you though, coz you will be needing to heal. I healed more in the Frost than I did in the Unholy spec questline, which is probably down to balance.
The XP gained from running the Frost as off-spec (at 102, since this quest pops up then) is pretty small. The intial quest, Blades of Destiny awards 1550xp, and the main quest The Call of Icecrown awards 23,000xp.
It's a small notch on your XP bar filled, and there's no Achievement for having all that that I know of, so it's probably not worth the effort if you don't want to multi-spec. There's also the matter of whatever XP you get from killing the mini-bosses, and small mobs, but this amounts to much the same as XP you'd be earning elsewhere regardless, so that's a moot point.

I have the quest. Where do I go to choose an offspec weapon? The map indicates its the questgiver.
This will give the option add off spec artifact weapon.

I'm glad that weapon you've been carrying around has proven useful. Our ally, the Lich King, has offered to provide you with a lead on another weapon should the one you already have somehow be lacking. Consider the options carefully and let me know which you would like to seek out.
