If for some reason you already HAVE troops when you're going into this quest, this quest becomes impossible to finish. (So if you can't click on the options to recruit troops, that could be why.) If that's the case, contact support and let them know and they should be able to help you out.

Description

Captain Stahlstrom has arrived. It would be advisable to speak to him and see that the valarjar are armed and ready for battle. We'll need more than your two champions if we're to win a full-fledged war against the Legion.
