In case anyone is having troubles with doing this quest/ talking to Aerylia, I started the Stormheim chain in Helheim, but never completed it. Once I finished the chain I was able to pick up Recruitment Drive again and continue with the campaign.
If you have completed the earlier Warrior class campaign, and obtained the Battlelord title, but this quest is not showing up, make sure you have unlocked the Legionfall campaign (Broken Shore), fly down to Deliverance Point and take the quest Champions of Legionfall from Maiev Shadowsong.

Description
Helya's kvaldir have been raiding Azeroth's coasts for centuries, and many worthy vrykul who were destined to become my Valarjar were stolen. Now that their cursed queen is defeated, the souls held captive in Helheim can finally be freed to join us! Go to Helheim with Aerylia. I assure you she will bring you back safely.
