Ogre Diplomacy is a Horde-only quest for level 20-40 in Talador. It rewards 5,450 experience and money.
They may be spirits, but the Ango'rosh are still ogres. Even with their books in hand, they won't respect you until you prove yourself, and there's only one way to earn that.
By killing them.
You should take out as many of the Ango'rosh spirits and their pets as you can while in the ruins.

I'm not able to turn-in this quest as [npc=75389] is already down the stairs near the entrance to Auchindoun dungeon (I've done portal quest before this one and it is the culprit I think) and not at the place marked on the map here. If you do the quests in intended order I guess this one will be ok.

Ogre Diplomacy: Players that have completed Into the Heart of Madness should no longer sometimes be placed into an incorrect phase and be unable to complete the quest.As of 18/11/2014 this should be hotfixed, but I still can't turn-in the quest. Did they just fix Alliance version of it?
I had the same experience. Be sure to do the quests in the right order or you'll be unable to turn this one in.
