Turtles are between Kypari Ik and Lake of Stars in general. "Meaty Turtle Haunch" drops 1 in 6-8 kills, so pretty bad.
Watch out for swarms of 3-6 Horrorscale Scorpids that can ruin your day.
5.2 seems to have brought ill luck for me on this daily, im on turtle #34 and only got 1 turtle haunch so far.

Description
As Kovok grows, he will require equal parts discipline and reward. I lack no shortage of discipline, but our supply of meat is almost empty. To the south, you will find turtles roaming north of the Lake of Stars and Kypari Zar. Hunt them. Kovok likes the taste of their flesh.
