Same, I was phased out because I needed to complete the quest The General's Resolve. Completed it and returned to the area and I could see it.
One of he legendary shots is an NPC called "Fahl'khax" uknown if more legendary shots exists for this quest - place a marker around /way 32.5, 38.8
