I had to get deliberately caught by one of the Sentry guards in order to be able to attack the two quest mobs required for this quest, otherwise they're just yellow NPC's that don't do anything.
I assume it's to do with my Severed Threads reputation's being at "Accomplice" rank.

What to do
Description
If it will get you out of here sooner, I will tell you what I saw. I did not see what happened to Anub'okki. But I can tell you that corpses are dumped into Pillar-nest Xesh to be forgotten about. The cleanup crew dragged Anub'okki out of here not long ago. If you hurry, you may be able to examine the remains before they are gone.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

We have worked together for some time now, <name>. I hope you have come to respect my vision as it pertains to the art of warfare. There are, as ever, rules that must be followed. Lines that must not be crossed. Zev'kall has to die, and I have to be the one to do it.
