To get on the The Cipher of Damnation garrison campaign you have to complete all previous Tanaan Jungle campaigns:
All Hands On Deck, The Invasion of Tanaan - an introductory part of the Tanaan questline, can be completed on the same day.

Just an FYI, I didn't have this quest available when I completed The Cipher of Damnation, but went back a few days later and it was there.
Found out that I had the daily "assault" quest that first day, and if you have that quest and it is not complete, he won't show up. So complete it or drop it, then go back to this location and he'll be there to get your follower.
I still have his bow [item=31072] transmogged on my current bow. Wonderful storyline, beautiful bow and now I get him as a follower, so pleased!
