To get on the The Cipher of Damnation garrison campaign you have to complete all previous Tanaan Jungle campaigns:
All Hands On Deck, The Invasion of Tanaan - an introductory part of the Tanaan questline, can be completed on the same day.
Bane of the Bleeding Hollow, Dark Ascension, The Fate of Teron'gor - a random campaign will appear at your Tanaan Jungle Outpost. You can do only one campaign a week from this list, so it will take you 3 weeks.The Cipher of Damnation quest chain:

Opens the path to [object=241666] treasure. Loot is [item=128320] which deals 13k damage a hit, good for aoe.- The Cipher of Damnation

What to do
Description
Your ally and I will remove this barrier now, though it will take a greater part of our strength. What lies beyond will not be easy. Gul'dan will have empowered an elemental lord with the Cipher, driving it insane. He will use it to destroy the link between the elements and Draenor. If you destroy that elemental, we could recover the Cipher.

So, to be clear, if i completed the fifth of those campaigns i need before The Cipher of Damnation, it will be available in the week i've completed the fifth one or only the next week i will get the Cipher one?
