TheWoWDBFor reasons I'm not able to work out, this quest keeps automatically starting every time my Goblin Monk teleports to Legion Dalaran. Given this Monk never completed Shadowlands, or the Legion Order Hall quests, I am at a bit of a loss as to why

Super confusing now with Legion Timewalking. Popped for me too and I was like "What?" Went there and nothing. Then i read this :D
Same here, randomly popping when I enter Legion Dalaran with dracthyr hunter that never been part of the Kyrian convenant.
