If you have the War Campaign quests from Kelsey Steelspark you are phased and cannot compete this quest until you finish her questline through Getting a Clue. Once you have turned in Getting a Clue, and she gives you Reporting in! you will be able to see the him again.
Note, the Trickshots for The Irontide crew are also phased and cannot be killed for their powder horns while you have Kelsey's Quests.
hello. noticed this hasn't been mentioned, least it hasn't while i type this. but as a rogue i was able to just sap him and pick pocket the key off him. not much help to most i know but thought it was kinda neat.

Description
All this legwork will be for nothing if we can't show Katherine hard proof linking the Ashvane Company to the freebooters here in Freehold. Ashvane might have been careful to encrypt their books, but I doubt the dockmaster here has any reason to be so secretive. Check his office and find us something--anything--that connects him to Ashvane.
